Graduated from Istanbul Technical University with a degree in Meteorological Engineering in 1984. Obtained a Master's degree in Atmospheric Sciences in 1987 and a Ph. D in 1991 from the University of Missouri-Columbia in the United States. Received various training and certificates in Disaster and Emergency Management from FEMA in the USA, JICA in Japan, and Bournemouth University in the UK. Serves as the Marmara Region Representative of the Chamber of Meteorological Engineers of Turkey (TMMOB) and is a member of the Turkish Marine Research Foundation and the Trabzon Education, Culture, and Arts Association. Engaged in research and publications in Turkish and English on numerical weather prediction, climate change, and disaster management. Has served as a Presidential Advisor at the Disaster and Emergency Management Presidency (AFAD) alongside the Disaster Coordination Center of Istanbul Metropolitan Municipality (AKOM) and Istanbul AFAD. Additionally, he has provided managerial and consultancy services on disaster and emergency planning for numerous industrial facilities and institutions. Actively volunteers in Civil Defense and Turkish Red Crescent training. He has hosted radio and TV programs such as "Havadan-Sudan" on Açık Radyo (94.9 MHz) and "Doğanın Çığlığı" on 24 TV, and consulted on weather, water, and disaster topics on A Haber TV Channel. Held various leadership roles at Istanbul Technical University's (ITU) Faculty of Aeronautics and Astronautics, including Faculty Board Membership, Department Chairmanship of Meteorological Engineering, and Directorship of the ITU Disaster Management Research and Application Center. Currently serves as a faculty member at ITU's Department of Meteorological Engineering and Disaster Management Center, advising the Istanbul Governorate on Disaster and Emergency Management.
